This position paper argues for a targeted program to reduce diesel pollution in Hunts Point and Mott Haven by focusing funds on the oldest, highest-emitting trucks. Using local health data and ICCT findings, the paper shows that replacing or upgrading pre-2007 trucks yields the largest reductions in harmful pollution per dollar. The proposal pairs financial support (vouchers, grants, low-interest loans) with enforcement and green infrastructure to get quick health gains while protecting small truck owners. For revision I tightened organization, clarified funding sources, and added measurable outcomes.
